Explanation:

It refers to say in other words.
换句话说(huàn jù huà shuō),不是(búshì)我(wǒ)失败(shībài)了(le),而是(érshì)他们(tāmen)没有(méiyǒu)给(gěi)我(wǒ)机会(jīhuì)。
In other words, it's not I failed but they didn't give me the chance at all.

Dialogues:

1.
——你(nǐ)在(zài)考试(kǎoshì)中(zhōng)的(de)表现(biǎoxiàn)没有(méiyǒu)达到(dádào)要求(yāoqiú)的(de)标准(biāozhǔn),换句话说(huànjùhuàshuō),你(nǐ)失败(shībài)了(le)。
Your performance in the exam did not reach the required standard ,in other words, you failed.
——我(wǒ)太(tài)难过(nánguò)了(le)。
I'm so sad.

The meaning of "huàn jù huàshuō" refers to say more or summarize. Before "huàn jù huàshuō" some objective phenomena are stated. And the conclusion are given after "huàn jù huàshuō". For example, "it's our company affair. In other words ,you have no chance to ask about it. "huàn jù huàshuō" is used in formal situation to demonstrate ring upon ring. And the conclusion tends to be bad.
