I think this term refers to the set called BSL 13 style which is sometimes called 13 Deadly hands of BSL, not to 18 individual hand positions.
This set consist of 13 rows of which a single or combination of techniques are repeated three times. This set is the last set taught after the 10 BSL sets. Most people do not learn this set because many of them feel
1. it is a repeat of what they already know.
2. Not part of the original 10 BSL sets
3. Feels like a higher level of Tan T'ui.
4. Very linear and not pretty as comparied to the other 10 BSL sets.
5. Want to learn something else.
Personally I like the set but that's just me.
